The Commission 

The Constitutional Reform Commissioners were appointed by the President, on the advice of the cabinet, and reflect a wide cross-section of society, including various professional affiliations, and encompassing youth, religious, and gender diversity.

The Process

The consultation process will be rooted in deliberation and largely advisory, it is anticipated that the process of constitution-making will be defined by extensive public consultations reflective of the acceptance of the importance of participatory and democratic constitution-making processes.

The Members of the Commission

  • THE HON. MR JUSTICE (RTD) CHRISTOPHER BLACKMAN, GCM

    Mr Justice Christopher Blackman was appointed by the Regional Judicial and Legal Services Commission as Chairman of the CARICOM Competition Commission in July 2018 for a five-year term. In August 2018 he was appointed Chairman of the Employment Rights Tribunal of Barbados for three years which has since been renewed.

    He served as a High Court Judge of Barbados (2003-2008). A Former Managing Partner of the law firm of Carrington & Sealy (established in August 1872). He was appointed Queen’s Counsel in 1987, served as President of the Barbados Bar Association (1983-86), and as an Independent Senator (1986-1990) in the Barbados Parliament.

    In the 2000 Barbados Independence Honours List, he was awarded the Gold Crown of Merit for law and public service.

  • Senator Gregory Nicholls

    Senator Gregory Nicholls, MCIArb, Deputy Chairman of the Constitution Reform Commission

    48 years - Attorney-at-Law in the 23rd year of practice.

    Qualifications: Bachelor of Science in Sociology and Political Science, Bachelor of Law, Master of Laws. Member of Chartered Institute of Arbitrators (London).

    Teaching experience: Lectured and tutored at UWI in various courses: Law, Government Society, and Economy; in Introduction to Politics, Sociology, Business Law, Human Rights, Administrative Law, and International Law since 1996.

    Legal Practice focus in constitutional law, administrative law, and employment law.

    Secretary of the BCA and Chairman of the Arbitration Commission.

  • Suleman Bulbulia

    Suleiman is an honors graduate of the University of the West Indies in Management Studies, Muslim Chaplain at the Cave Hill Campus, Secretary of the Barbados Muslim Association, and a senior Manager at S. Abed and Company Ltd.  

    He serves as a member of the Board of Management of the St. Michael School, the Intangible Cultural Heritage Committee, and the Enslaved Burial Ground at Newton Development Committee, and has served on the Republican Status Transition Advisory Committee. He is a guest lecturer at the University of the West Indies, Cave Hill Campus, and the Regional Police Training Centre on faith and diverse cultures. 

    Mr. Bulbulia was awarded the country’s third highest honor, the ‘Silver Trident of Excellence’, for “his strong commitment to seeing Barbados become a place of inclusivity and mutual respect, and his contribution to bridging societal divides in underprivileged communities in Barbados and the region.” 

  • Adriel Brathwaite

    Adriel holds a Bachelor of Laws (LLB) from the University of the West Indies, Cave Hill and a Legal Education Certificate, form Hugh Wooding Law School, St. Augustine. He is called to the Bar of Barbados and is a King’s Counsel.

    In 1987/8 he was a Crown Counsel in Attorney General’s Chambers, Government of Barbados giving general advice on civil and criminal matters and prosecuting criminal matters on behalf of the Director of Public Prosecutions. Formerly the Claims Manager with Barbados Fire & General Insurance (now Sagicor) from 1988 to 1991. He had overall responsibility for the management of all insurance claims; and acting as General Counsel to the Company.

    In 2008, Adriel ran for and was elected Member of Parliament for the constituency of St. Philip South. He was re-elected in 2013. From 2011 to 2018, Adriel held the office of Attorney General of Barbados as well as the portfolio of the Minister of Home Affairs.

  • Chris de Caires

    Chris is Managing Director of the Fednav Group in Barbados, Canada's largest ocean-going dry-bulk ship owning and chartering group. He previously held senior executive positions with the Interamericana Trading Corporation, PricewaterhouseCoopers and the Barbados Light & Power. He is also a director of CIBC First Caribbean International Bank, several international captive insurance companies, and a number of private investment companies.  He has served on the boards of Trinidad Cement Ltd, Sagicor Financial Corporation, Banks Breweries Ltd, Fortress Caribbean Property Fund Ltd, and Scotia Insurance (Barbados) Ltd.

    He has served as chairman of the Barbados Private Sector Association, the Barbados Tourism Investment Inc., World Cup Barbados Inc, the Institute of Chartered Accountants, the Barbados Entrepreneurship Foundation and the National Initiative for Service Excellence.

    He is a chartered accountant and holds a masters degree in business administration. 

  • Sade Jemmott

    Sade N. Jemmott is an attorney-at-law and consultant.

    In addition to a Bachelor of Laws degree and Legal Education Certificate, Sade holds a Master of Laws degree in International Commercial Law from University College London, which she earned as a Chevening Scholar. She also attained a Master of Science in Integration Studies at the University of the West Indies, Cave Hill, with special emphasis on international trade in goods and services, regional integration and development.

    Sade currently oversees national consultative policy development and implementation process as Chairperson of the National Youth Policy Coordinating Committee. She also chairs the Alleyne School Board and serves as a Director on the Common Board of the Barbados Tourism Marketing Incorporated (BTMI) and the Barbados Tourism Product Authority (BTPA).

  • Senator Kerryann Ifill

    Kerryann Ifill has worked for twenty years in the area of disability rights both in the nonprofit and as an assistive technology consultant. Her 10 years of service in the senate chamber – first as a deputy president for four years and then 6 as president – have also afforded her a unique perspective on importance of her civic responsibilities.

    Regionally and internationally, Kerryann has represented her country on a variety of subjects including access to justice for persons with disabilities, Disaster risk Reduction and education.

  • Khaleel Kothdiwala

    Khaleel Kothdiwala is a Barbados Scholar and student reading for a Bachelor of Laws at the University of the West Indies, with a passion for people, civic life, history, politics, language, law, foreign policy and effective communication.

    He is a prominent national and international debater and has coached countless young people in the art of debating and public speaking. He is also a committed youth advocate.

    
Khaleel has an active interest in constitutionalism and is active in national, public life, frequently commenting on national, regional and international issues through his column in the NATION Newspaper. He is also involved in local politics as well as several organisations. Khaleel is a member of the Barbados National Youth Policy Coordinating Committee and is the Deputy Returning Officer of the Guild of Students of the University of the West Indies, Cave Hill Campus.

  • Rev Senator Dr. John Rogers

    John Rogers received his secondary education at The Lodge School. He holds a BSc. (Hons.) (Natural Sciences), B.A. (Hons.) (Theology), and MPhil (Old Testament) all from the University of the West Indies. He also holds a Ph.D. from the University of Birmingham, UK. His doctoral studies focused on a socio-psychological and political approach to ancient texts and the messages they can convey to 21st century audiences. He has been an ordained minister in the Anglican Church for twenty years where he has served in several capacities. He currently serves as the Rector of St. George Parish Church and the Rural Dean of the St. John’s Deanery. He is also a member of the Inter Anglican Standing Commission on Unity Faith and Order which advises the Archbishop of Canterbury. He has a passion for Social Justice, the rights and protection of children, and the development of local culture. He is an Independent Senator in the Parliament of Barbados.

  • Mary-Anne Redman

    Mary-Anne Redman is a trained graduate teacher of 40 plus years experience and has been the President of the Barbados Secondary Teachers’ Union since 2005. Her trade union activities have seen her serve at the level of third, second and first Vice President of the Congress of Trade Unions and Staff Associations of Barbados. She has also held the position of 1st Vice President of the Caribbean Union of Teachers. Her work has also included her contribution as a member of the National Advisory Council on Education and as a member of the National Council on Substance abuse.She is presently a member of the Barbados delegation to the CXC Council.

  • Cynthia Barrow-Giles,

    A professor of constitutional governance and politics at the UWI, Cave Hill Campus, and Distinguished Senior Fellow, Constitutional Studies Program at the University of Texas at Austin, 2022 Class of 2022 (2022-2025). She is a former Deputy Dean of the Faculty of Social Sciences, Deputy Dean of Outreach at the University of the West Indies (Cave Hill), and Head of Department, GSSWP. She has authored, co-authored, and co-edited numerous publications on governance in the Caribbean, including five books. She has participated in several Election Monitoring and Expert Groups in Asia, Africa, and the Caribbean. Professor Barrow-giles was a member of the CARICOM High-Level Team to Guyana for the recount of the 2020 vote and served as Team Leader of the CARICOM Observer Mission for the recount of the Guyana 2020 vote. She served on the St. Lucia Constitution Reform Commission from 2005-to 2011 and was appointed by Prime Minister Mia Mottley to serve as Adviser to Barbados’s Republican Status Transition Advisory Committee (RSTAC) in 2021. For her public service, she was awarded the principal’s award for excellence in 2020, and in 2021, she was the recipient of the Vice-Chancellors award of excellence also for public service.
