As part of the public consultation process, the Commission invited members of the public to email their thoughts and ideas on the Constitution Reform process. Over 130 documents and ideas were submitted and are displayed in the library of submissions below.

  • Under the broad topic area of The Preamble to the Constitution, the CRC received submissions in relation to its nature, content and form.

  • Under the broad topic area of Citizenship Provisions, the CRC received submissions in relation to (1) Methods of acquiring citizenship e.g. by birth; by descent; or by registration; (2) Methods of losing citizenship; and (3) the extent to which there may or may not be a need for special status for Commonwealth and/or CARICOM citizens.

  • Under the broad topic area of Fundamental Rights, the CRC received submissions in relation to (1) the language of the Fundamental Rights chapter (2) inclusion of fundamental principles/directive principles (3) redress for alleged breaches of fundamental rights; (4) the potential expansion of existing rights; and (5) the inclusion of new or non-traditional rights, such as the right to vote/be registered to vote, the right to information, economic rights, social rights, environmental rights, parental rights, children’s rights and digital/technological rights.

  • Under the broad topic area of The Nature of the Executive, the CRC received submissions in relation to (1) The nature and powers of the President; (2) The Cabinet, including the role and powers of the Prime Minister; (3) Qualifications for Executive Office; (4) Reform of the Privy Council; and (5) Appointment of the Leader of the Opposition.

  • Under the broad topic area of The Legislature as a Check on Governmental Power, the CRC received submissions in relation to (1) the Structure of Parliament; (2) Control of/in Parliament, including issues relating to executive accountability to Parliament and the accountability of Parliament; (3) The status of unincorporated international treaties; (4) The Electoral and Boundaries Commission; and (5) Diaspora Voting.

  • Under the broad topic area of The Judicial and Legal System, in particular judicial independence, the CRC received submissions in relation to (1) appointment of judges; (2) retirement of judges; (3) removal of judges, in particular, the new six-month judgment deadline; (4) the magistracy; (5) administrative and financial independence; (6) DPP taking AG’s direction in certain matters; and (7) other issues relating the judiciary.
