Message: Dear Commissioners,

My three points are below:

1. A SYSTEM OF PETITIONS

There is no method for citizens to have a voice, to request action on an issue. We need a system for petitions. The UK has an online system that appears efficient and effective https://petition.parliament.uk/

Once a petition has been published on the website, it will be open to signatures for six months.

• At 10,000 signatures, the government will formally respond.
• At 100,000 signatures, the request will be considered by the Petitions Committee for debate in Parliament.

Technical assistance to draft and setup can can be had from the Commonwealth Parliamentary Committee or the Government of the UK.

2. AN INDEPENDENT OFFICE TO OVERSEE THE LEGALITY OF GOVERNMENT ACTIVITIES.

It has become the norm for Members of Cabinet to function as Chief Executive Officers though most often they are neither certified nor experienced for the role. The Civil Service is considerably weakened and Corporations are continuing their march to anarchy.

We need an independent system for overseeing the legality of government activities and to which any citizen can lodge complaints. Finland has such an office in The Chancellor who is appointed for life by the President.

We would not change The Chancellor when we change The President after eight years.

The EU Commission or the Government of Finland directly can be approached for technical assistance.

3. THE CIVIL SERVICE

Entry into this most critical sector is too haphazard. Need to establish a Civil and Foreign Service College.
