Good morning,
Every citizen should have complete freedom of thought.
The only exception could be if considering an accused's state of mind prior to some criminal act.
No one should be held responsible for someone else's thought.

• As an example if someone posts a sign that says "Stop RH Littering" and someone chooses to believe that the letters RH are obscene that is the reader's choice and it should not be the concern of the government or the poster of the sign.

• If a woman is completed on the loveliness of her outfit and she thinks that it is really a sexual innuendo that is certainly her choice to make but it should not be the concern of the government or the law.
